It is my pleasure to introduce the Global Development Fund — the fruit of diligent institutional work spanning more than twenty years in the Russian Federation, grounded in the conviction that relations between Russia and the countries of the Global South deserve to be translated from the political plane into concrete economic, technological and humanitarian execution.
We do not seek to be merely a commercial intermediary, but a civilizational platform bringing together economic and investment cooperation, technology transfer and localization, human capital development, and cultural and humanitarian diplomacy. The portfolio of 43 technology projects we hold is not products for sale, but instruments of joint cooperation around which training programs, scientific research and sustainable humanitarian ties are built.

Eng. Saeed Ali Al-Ali brings more than four decades of field and international experience. His professional path progressed from design and engineering to software and systems building, and on to leading institutional transformation and crafting strategic plans for major organizations across multiple sectors.
He has served as advisor, mentor and trainer for organizations in technology, healthcare, investment and philanthropy, and developed integrated methodological frameworks for institutional empowerment and leadership building — including the Solid Ground Strategy (SGS) and the Seven Axes of Construction Methodology (SACM) — strengthening organizational stability and the capacity for sustainable growth.
His profile aligns closely with the Global Development Fund as an integrated platform for economic, technological, cultural and humanitarian cooperation: his expertise in systems building and transformation supports the Fund's work as a coherent system; his focus on strategic planning, human capital and leadership empowerment aligns with the Fund's goals through 2030; and his international career qualifies him to operate within the Fund's global network of ambassadors, members and partners.


Dr. Inna L. Bondareva — Technology Entrepreneurship & Digital Transformation
The technologies of the future are not created in laboratories alone — they emerge when technological entrepreneurship becomes an international system of cooperation serving people and development.
Dr. Inna Bondareva is Co-Founder of the Global Development Fund and CEO & Founder of TARGETTA LLC in Moscow, where she leads the development of innovative technology solutions connecting scientific research with practical application in healthcare and digital industries.
She is a member of the "Smart Hospital" and "Digital Military Hospital" project groups and of the Executive Committee of the MedTech Moscow innovation cluster (Lomonosov), an international mentor in technological entrepreneurship, and an international-level speaker at major global conferences.
Her expertise in digital transformation and technology entrepreneurship strengthens the Fund's work in technology localization and human capital development, and supports research and industrial partnerships between Russia and the countries of the Global South — in line with the goals of the 2026–2030 Strategic Plan.
